When Emergency Services Telecommunications Authority (ESTA) relocated its head office from Spring Street to Tally Ho, the move was about far more than a change of address. It was an opportunity to fundamentally rethink how people connected – with each other, across sites, and with the leadership of the organisation.

Linear worked closely with ESTA within a demanding seven-month program, from initial briefing through to project completion – establishing clear workplace principles and delivering a fully realised Activity Based Workplace (ABW) solution without compromising on quality or intent.

The planning model places genuine flexibility at its centre. Community-based neighbourhoods are organised around three distinct work modes – Collaborative, Focused and Quiet – giving people the freedom to choose a setting that suits the task at hand, and the autonomy to move between them as their day evolves. There are no dedicated offices and no assigned desks, with the exception of a small number of technically specific roles. Home zones anchored throughout each neighbourhood provide a consistent base for lockers, team storage and a sense of belonging within the broader open plan.

A particular priority was making ESTA’s executive team more visible and accessible to the wider organisation. The ABW model achieves this naturally, dissolving the physical and cultural barriers that traditional office hierarchies tend to reinforce.

Mobile technology solutions support the model throughout, enabling people to work productively wherever they choose to sit. The overall aesthetic aligns with ESTA’s brand – professional, connected and efficient, without sacrificing warmth.
